Yesterday the Superior Court of Justice of Catalonia annulled the Low Emissions Zone of Barcelona due to concerns over proporcionality of the measure and some irregularities of the procedure of enacting it. What is the position of the EEA on urban mobility? Does the Agency prefer a prohibition-based approach (the Low Emission Zones) or a “tax/toll” based approach (like the congestion taxes on Stockholm)? Thank you

Unfortunately, my mic is not working, however I would like to pose a question to both speakers: From the perspective of the EU as a party to the Paris Agreement, what powers, either judicial or political, does citizens of the Union enjoy to complaint about the lack of enforcement of the Agreement by the Union? And from the perspective of EU Member States, is it possible for them to complaint against the Union for not effectively transposing or implementing the terms of the Paris Agreement?

Thank you all for your intervention. Mine is an open question related to one concept that I missed on the interventions. Pherhaps the reason is because it can be an uncomfortable Word for policy makers, this is the degrowth. The energy production and consumption of our economies continues to augment at a level that our renewable energy production cannot sustain.
